VUE: Voices in Urban Education:

Fall, 2010, Student-Based Budgeting

The Annenberg Institute for School Reform’s Voices in Urban Education publication, produced in partnership with ERS, grew from the ERS-convened Fair Student Funding Summit in March 2010. The summit brought together more than sixty urban education leaders from fourteen school districts that use student-based budgeting. The issues explores student based budgeting from several perspectives. It includes an article by ERS’ Executive Director Karen Hawley Miles and Manager Naomi Calvo on how “strategic decentralization” and weighted student funding can transform school districts, empower principals, and increase student achievement. Miles also is one of the authors of “Equity and Student-Based Budgeting,” an article on how weighted student funding can allow districts to equitably fund each student based on her or his specific needs.
